Under Section 16 of the Imperial Act, sub-sec. 3 supplemented by Paragraph 47 of a Circular headed "Colonial Office" and dated 20th September 1890 and signed by the Secretary of State it appears to me that until new rules were made the old table of fees were to prevail. If however the views now entertained by His Lordship are to prevail, the difficulty referred to in paragraph 47 of the Circular will arise and therefore I suggest that the paragraph was inserted to meet the difficulty and does not imply that the old rules have been abrogated.
These are the reasons I would wish His Excellency to refer to His Lordship the Secretary of State for the purpose of inducing His Lordship to reconsider his decision as to the refund of the Registrar's fees.
